Notice on the application and conclusion of 2014 National Natural Science Foundation of China

In order to successfully apply for projects of national Natural Science Foundation of China in 2014 (hereinafter referred to as projects) and conclude projects that should be concluded in 2013, relevant matters are hereby announced as follows:


I. Adjustment and regulation of subsidy structure and subsidy policy


Since 2014, the National Natural Science Foundation of China (NSFC) has partially adjusted and stipulated the funding structure and funding policies of the National Natural Science Foundation of China (NSFC). For details, see the 2014 National Natural Science Foundation of China Project Guide (NSFC) released by NSFC.


(I) Cancel some project types.


The types of projects to be cancelled include the National Foundation for talents training in basic science, science popularization, special fund for key academic journals, science and Technology activities for young people and research projects in excellent State key laboratories.


(2) Merge and adjust some project types.


1. There will be no more continuous funding projects from the Youth Science Fund - general projects. Young science fund project managers who do not hold senior professional and technical positions (titles) are allowed to apply for general projects in the year of completion.


2. The former scientific instrument basic Research Fund project and the National Major Scientific Instrument and Equipment Development project were merged into the National Major Scientific Instrument development Project.


3. The former major international (regional) cooperative research project was renamed as a key international (regional) cooperative research project.


4. The application method of department recommendation for innovative research group projects is no longer implemented. Instead, applicants can directly apply to NSFC through their supporting units.


(3) Applicants who have applied for the general program in the last two years (this refers to 2012 and 2013) and failed to obtain funding (including the programs that were not accepted in the initial examination) shall not apply for the general program as applicants in the current year.


(4) last year on the project (including the one-year program), major projects, key projects, major research plan (not including integration projects and guidance group research projects), the joint fund project (with the names of the same fund project), the district science fund project (including the one-year program), the international (regional) cooperation research projects (except the special instructions) The principal of the project funded by the special fund for the development of major scientific instruments and equipment shall not apply for the same type of project as the applicant in the same year.


(5) Avoid duplication of funding between projects of the National Natural Science Foundation of China and projects of the National Social Science Foundation of China.


1. Persons in charge who are undertaking projects of the National Social Science Fund shall not apply for projects of the National Natural Science Fund as applicants; When applying for a National Natural Science Fund project, the project leader of the National Social Science Fund whose project has been concluded shall submit a copy of the Project Completion Certificate issued by the National Philosophy and Social Science Planning Office, affixed with the official seal of the supporting unit, and submit it as an attachment along with the paper application form.


2. Applicants who have already applied for NSFC projects in the same year shall not apply for NSFC projects as applicants.


Ii. Project application


(I) Project application acceptance.


1. The centralized receipt of the 2014 National Natural Science Fund Application Form of NSFC (hereinafter referred to as the Application form) will start from March 1, 2014 and end at 16:00 on March 20, 2014 (the office will be closed on legal holidays except March 16).


2. The types of projects receiving applications in 2014 include: On projects, key projects, key projects, major research projects, youth science fund project, outstanding young science foundation projects, national outstanding youth science fund projects and innovative research group, the district science fund project cooperation, overseas and Hong Kong and Macao scholars research fund projects, joint fund project, national major scientific instruments development project (free application programs), the number Study tianyuan Youth Fund projects and key international (regional) cooperative research projects.


3. For project types that are not centrally accepted, the time for receiving applications will be announced separately. For international (regional) cooperation and exchange programs that accept applications at any time, applicants should avoid the centralized acceptance period to submit applications.


(2) The way of writing the application.


Applications for all types of projects should be written online except those for general projects and regional science fund projects.


(3) Applicant matters.


Applicants should carefully read the Regulations of The National Natural Science Foundation of China (hereinafter referred to as the Regulations), the Guidelines, relevant types of projects and fund management measures, write the application form according to the requirements of the writing outline, and ensure that the paper application form is consistent with the electronic version. Specific requirements are as follows:


1. Applicants who write applications offline shall visit the NSFC Network Information System (hereinafter referred to as ISIS system) after January 15, 2014 to download the 2014 version of the application, and shall not use the previous version of the application.


After writing the application form, the applicant shall submit the electronic application form and electronic attachment materials, as well as the signed paper application form and attachment materials to the supporting unit.


2. Applicants who write online applications should log in to THE ISIS system after January 15, 2014 (applicants without system accounts should contact the supporting units to apply for opening an account), accurately select the funding category and subcategory description of the corresponding application projects, and select or fill in the explanatory notes according to the requirements of the Guide. Write the application form according to the writing outline and related requirements of each type of project, and electronic application materials attached.


After completing the application form, the applicant shall submit the electronic application form and the attached materials online, download and print the final PDF version of the application form, and submit the signed original paper application form, relevant certification letters, recommendation letters, commitment letters and other original paper materials required by special instructions to the supporting unit.


(4) Depending on the unit.


The supporting unit shall check the authenticity and completeness of the application materials submitted by the applicant and submit the application materials to NSFC within the specified time. Specific requirements are as follows:


1. The supporting unit shall submit its electronic application form and attached materials before the project application deadline stipulated by NSFC, and submit the original paper application form signed and sealed by the unit (in one copy) and the required paper attachment materials. As there are many types of projects that write and submit applications online, THE ISIS system needs a certain amount of time to process them. Please determine the deadline for receiving project applications based on the actual situation of your company.


2. When supporting organizations submit electronic applications, the applications written offline can be packaged and uploaded through the Natural Science Fund Project Declaration System (MiniIRIS system) or submitted item by item through ISIS system; Applications written online must be verified item by item by ISIS system.


3. When the supporting unit submits the paper application materials, it shall also include the official letter of the unit and the list of application projects. Incomplete materials will not be accepted.


4. Supporting institutions can directly deliver or mail paper application materials to the NSFC Project Materials Receiving Working Group (hereinafter referred to as materials Receiving Group). If the application is by mail, please send it by express before the application deadline (subject to the date of mailing postmark), and mark "Application materials" in the lower left corner of the envelope. Please do not use postal parcels to avoid delay in application.


(5) Publication of acceptance information.


The National Natural Science Foundation of China (NSFC) will announce the preliminary evaluation results of the applied projects and accept the review applications before May 5, 2014.


3. Project conclusion


(I) Project principal matters.


The project leader should carefully read the Regulations and related types of projects and fund management measures, write the Concluding Report of Projects Funded by The National Natural Science Foundation of China (hereinafter referred to as the Concluding Report) based on the project research work in a realistic manner, and ensure that the contents and data filled in are true and accurate. At the same time, contents within the scope of State scientific and technological secrets listed in the Provisions on State Scientific and technological Secrets may not appear.


1. The project leader logs in to the ISIS system, writes the concluding report as required and submits the attached materials electronically together with online submission; The project leader shall download and print the final PDF version of the concluding report and submit the signed paper original concluding report to the supporting unit. The project leader shall ensure that the content of the paper final report is consistent with the electronic version.


2. When writing the final report, the project leader shall collect the papers published in the project in the way of "Results online". Please do not include papers to be published or not marked with NSFC funding and project approval number in the final report; Do not directly copy the content of the paper as part of the final report.


3. The NSFC will publish the project concluding report and the summary of the application through the NSFC website after the approval of the project concluding report. The project leader is requested to pay attention to the issues of confidentiality and intellectual property protection when writing the concluding report.


(2) Depending on the unit.


The supporting units shall review the concluding materials in accordance with the regulations and other requirements, and submit the concluding materials to NSFC during February 21, 2014 to March 1, 2014 (before 16:00). Projects that should be concluded if they fail to submit the concluding materials on time will be treated as overdue projects and included in the application scope of restricted items. Meanwhile, NSFC will deal with the project leaders and supporting units according to relevant provisions of the Regulations. Specific requirements are as follows:


1. The supporting unit shall review and confirm the concluding materials item by item through ISIS system, and submit the original paper concluding report signed and sealed by the unit within the specified submission time (one copy).


2. When the supporting unit submits the paper closing materials, it shall also submit the official letter of the unit, the list of completed projects and the Final Account Summary of Project Funding Funds reviewed and signed by the unit. Incomplete materials will not be accepted.


3. Supporting institutions can directly deliver or mail the paper concluding materials to the Materials Receiving Group of NSFC. If by mail, please send the closing materials by express before the deadline (subject to the date of postmark), and mark "Closing materials" at the lower left corner of the envelope.


Iv. Receiving project materials


The Materials Receiving Section of NSFC is responsible for uniformly receiving applications and final reports sent or mailed by supporting units. Bureaux (offices) and science Divisions do not receive the above materials. NSFC does not accept project materials submitted directly by individuals or by non-supporting units.


The office of the Materials Receiving Group is located in Room 101 of the NSFC Administration Building, and it will work centrally in the Multi-function Hall of the Sino-German Center from March 16 to 20, 2014.


Five, the other


(I) In order to ensure the normal centralized reception of 2014 project applications, the "application and project retrieval" function provided by the ISIS system network platform for the supporting units ceased service on March 10, 2014.


(2) If there is any change in the name of the supporting institution or other registration information, the applicant shall submit an application for information change to the NSFC in a timely manner, so as to avoid affecting the project application, funding and contact work.


(3) The Guide will be issued in mid-January 2014 and published on the website of NSFC.


(4) The NATURAL Science Foundation of China (NSFC) will publish new project guidelines, notices and work updates on its website at any time, and provide various project management methods, application forms, project guidelines and other electronic documents as well as relevant operation instructions. Applicants and supporting organizations are invited to visit, inquire or download relevant documents in time.


(V) For supporting units or applicants who have difficulties in operating ISIS system and downloading, inputting and uploading electronic files, please consult the Information Center of NSFC or the regional liaison network leader units.


(6) Double-sided printing and binding of paper materials such as application form and final report are recommended.
